Dear Fellow U.S. Citizens,

There is a Human Rights problem in our United States, concerning the Non-Consensual Research, Development, and Testing, of Electromagnetic Weapons (and other technology) upon Humans, by our U.S. Government. I, an innocent citizen, am one of about 100 - 200 (or possibly more) citizens across the U.S. who are each targeted by advanced technology electromagnetic-signals monitoring and assault, of his (or her) body and brain, day and night, 7-days a week. This includes advanced technology thought-monitoring and full-body monitoring (of human electrophysiology, i.e., the human nervous system). 3, 4, or 5 (or more) stationary-type 'research' satellites, and/or other technology, in combination with very-fast computers, are utilized to achieve such monitoring and assault, upon each victim.
The most public exposure of this technology-topic, thus far, was a July 7, 1997, U.S. World & News Report, cover story article (pp. 38-46), on "Wonder Weapons", which covered U.S. Department of Defense development of anti-personnel electromagnetic (and acoustic) weapons (so-called "Non-Lethal Weapons"). The article mentioned: "medical researchers [worried about] ... the use of electromagnetic waves" in weaponry [p. 40]; "microwave weapons" [p. 40]; "radio-wave weapons" [p. 45]; "radio-frequency antipersonnel weapons programs" [p. 45]; "electromagnetic radiation" [p. 45]; "Low-frequency sleep" and "very low frequency electromagnetic radiation" [p. 45].

In introducing S.193 (105th Congress), the proposed "Human Research Subject Protections Act of 1997", U.S. Senator John Glenn: spoke of "some serious gaps in our legal system" [Congressional Record, Jan. 22, 1997, p. S645]; and said "Everyone listening today probably has heard of the Nuremberg Code. That is a list of 10 ethical research principles which were produced as part of the judgment against Nazi physicians who engaged in truly heinous medical experiments during World War II. The first principle of the Nuremberg code states that voluntary consent of the human subject of research is absolutely essential." [S646]. Senator Glenn stated that "Under current rule, and executive order, it is possible to waive informed consent and IRB [institutional review board] review for [U.S.] classified [human] research." [S648]. Although S.193 was not passed, and expired, 4 of its 5 co-Sponsors, Senators Kennedy, Lieberman, Inouye, and Akaka, are still in the U.S. Senate. Legislation to solve this problem must be Re-Introduced!
President Clinton ordered a Federal Policy Change (by a 3/27/97 Memorandum/Administrative Order, 5/13/97 Federal Register) "Strengthened Protections for Human Subjects of Classified Research", but this important policy change (due by 3/27/98) has been delayed!! by 3 U.S. Government Agencies (most importantly: U.S. Dept. of Defense; and, U.S. Dept. of Justice).  Innocent citizens are being harmed, their most basic rights violated!

I Urge the Public to contact Elected U.S. Officials, and the Press (and Media) andto Urge our U.S. Government to Immediately End, and protect citizens from, Non-Consensual Human Testing or Experimentation.

Please address letters and/or telephone calls to: Newspapers; TV-News Departments; and, Elected Officials, including:

Mr. Norman Rabin

Plainview, NY  11803

Dear Mr. Rabin:

Thank you for contacting my office to express your concern about satellite harrassment.

I read the documentation that you sent me about your ordeal.  I am really sorry that you were the target of such an undertaking.  There is an obvious concern that I have about your situation.  Moreover, I want to ensure that this does not happen again to you or anyone else.

You are certainly an innocent victim. No one should have to go through what you have endured.  I will keep the materials that you sent me so as to be able to follow up on your case.

I appreciate your strong concern on this issue.  Of course
if my office can be of any assistance to you, please do not hesitate to contact me.

                                       Sincerely,

                                       GARY L. ACKERMAN
                                       Member of Congress

Petition Information:
I, Norman Rabin, grew up in Elmont, Long Island, New York, and graduated college in May 1983 (Duke Univ., B.S. in computer science with mathematics). The U.S. Government first targeted me with covert electromagnetic-signals assault in 1986, 1987, 1989, and 1990, and since Oct. 1990 I have been subjected to monitoring and assault of my body and brain, day and night! This Crime has demolished my normal hopes and dreams for: career; marriage-and-family!; graduate education; and, life-in- general;, during these 13 and 3/4 years! IN SUMMARY: THIS IS A MALICIOUSLY EVIL HUMAN RIGHTS VIOLATION! (I want to be freed immediately, so that I can yet salvage as normal a life as I can live.)
        I, Norman Rabin, know (in-person, by-phone, and/or by-mail) of 40 - 50 other "satellite prisoner"s. (Again, there are 100 - 200, or possibly more, across the U.S..)

Suggestions for Laws to Address this Problem:
Your U.S. Elected Officials (U.S. Senators, U.S. Representative, etc.) must be told that this matter should be among their highest priorities.  Torture, and Inhuman Treatment, and Life-Wrecking, and the violation of victims' most basic U.S. Constitutional rights (liberty, and the right to be secure in their own bodies!) must be stopped immediately.
I have suggested the following 3 U.S. laws:
-   1)   'a Human Research Subject Protections Act of 1999', which would implement Sections 201 and 202 of Senator Glenn's S.193 (105th Congress), to explicitly outlaw Non-Consensual U.S. Classified Human Research, with Criminal and Civil penalties. This would protect citizens by law from the scariest, and most dangerous type of Human Experimentation, i.e., Secret U.S. Government, or other U.S. Classified, Testing, upon Humans. And, this would implement one of the most important recommendations of the Federal Advisory Committee on Human Radiation Experiments, as was cited by S.193.
-   2)   a new basic Civil Rights law: 'The Right to be protected from Crime committed under Secrecy and/or Censorship'. Such a law: would empower the U.S. Department of Justice to stop Crime under Secrecy; and, would Help victims to get lawyers, who would then have a U.S. Law! to work with. And, U.S. Judges would gain the right of inquiry [under Seal] to any!! Crime under Secrecy. In the late 20th Century, there are many new developments in science and technology, some are by national Governments, and some are even secret or proprietary (at least initially). Therefore, the U.S. needs such a law, to protect citizens from Crimes involving national secrets.
-   3)    To Amend the law against illegally using a "surveillance device" [50 U.S. Code 1801(f)(4), 1809, 1810] to also explicitly include "U.S. Classified devices". The existing law makes illegal "the installation or use of .. [any] surveillance device", "in the United States for monitoring to acquire information", "under circumstances in which a person has a reasonable expectation of privacy and a warrant would be required for law enforcement purposes".

     Petition:             Dear   ___________________________,
I urge you to place among your high-est priorities the stoppage of Non-Consensual U.S. Classified Human Research/Experimentation.
           Furthermore, on a scale of 1 to 10 (most support), I support the above suggestions for U.S. laws: Suggestion  #1 ____;    #2 ____;     #3 ____.
Also, I urge our U.S. Government to immediately adopt the New Federal Policy (ordered by President Clinton March 27, 1997), to protect citizens from Non-Consensual U.S. Classified Human Research, which has been obstructed, most importantly by: U.S. Dept. of Defense, and U.S. Dept. of Justice;, which have not signed onto this Policy Change.
